Abstract

Recreational nature management is one of the priority areas for the development of the regions of the North-Eastern Caucasus. Optimization of recreational nature management is the relevance task, taking into account the increasing anthropogenic load on unique mountain landscapes and the need to find optimal solutions to meet the recreational needs of the population, preserve biodiversity and maintaining ecosystem services. The aim of the work is to develop optimization models of balanced (sustainable) recreational nature management in the conditions of the North-East Caucasus. Research methods: systematic, comparative geographical, historical, demographic and ethnocultural analysis of the territory and statistical processing of information. Results. Based on the analysis of Russian and foreign models for optimizing environmental management and taking into account regional (natural, socio-economic, ethnocultural) features, an optimization algorithm and a conceptual model for managing recreational environmental management in the North-East Caucasus have been developed. It is shown that in order to select priority development strategies, it is necessary to carry out an adequate assessment of tourist and recreational potential and ecosystem services, monitoring of recreational areas, assessment of recreational capacity, as well as identify problems holding back the development of recreational nature management in the region. It has been proven that the management of balanced recreational nature management is possible only if the natural and natural-anthropogenic landscapes are preserved, their ability to self-regulate and selfrepair. In the context of sustainable development, the proposed model highlights environmental, economic and social indicators as basic indicators. The important role of large cities of the North-East Caucasus in strategic planning of recreational nature management as centers of concentration of the main objects of socio-cultural heritage and innovative potential is shown. It was concluded that the implementation of the proposed model, by achieving a balance of goals and indicators of economic efficiency and environmental safety of recreational nature management, will contribute to the maximum profitability of the tourist and recreational sector and the creation of optimal conditions for the development of Russian, inbound and international tourism in the NorthEast Caucasus. This will have a multiplier effect for other areas of the regional economy. This model may be applicable to other mountain regions of Russia.
